The European Commission made the announcement on Wednesday that a change would be made to the State aid Temporary Crisis Framework in order to facilitate the acceleration of the spread of renewable energy and boost the decarbonization of industrial processes.
In March, the framework was initially approved in order to provide support for the economy against the backdrop of the conflict between Russia and Ukraine. The amendment is in keeping with the REPowerEU Plan and calls for the implementation of two new measures. One of these enables member states states to set up schemes for investments in renewable energy, such as renewable hydrogen, wind, solar, biogas, and storage, with simplified tender procedures. Another of these enables member states to simplify the procurement process for renewable energy.
The second step encourages the decarbonization of industrial processes by means of electrification, energy efficiency, and the transition to hydrogen that is derived from renewable energy sources and electric power. It would provide member states the option of either establishing new schemes based on tenders or directly supporting projects with specified limits on the amount of public support that may be given to each investment.
This modification goes hand in hand with the Winter Emergency management Package, which was also made public on Wednesday. As part of that initiative, the Commission is requesting that member states cut their demand for gas by 15 percent between August 1, 2022 and March 31, 2023.
The State Aid Temporary Crisis Framework contains many positive aspects, but it lacks steps to develop renewable hydrogen, solar, and wind energy, and some industries, such as biogas, have no future at all. Therefore, if Europe truly wishes to become climate-neutral and less dependent on energy imports, it needs to do even more in order to make the renewable future a reality.
